I'd seen these before, and thought it was some press conference/junket/fan meeting. I'm not 100% sure it's the Casino set, but it looks like it!

Oh yes, he only appeared as a gangster in the final episode (Graduation) as a kind of farewell gesture, you know, saying goodbye to the series.
