Are Hal and Lois bad parents? Or are their children just bad seeds?

I don't recall Hal having, or mentioning getting a vasectomy performed on him. When was this?

He never actually had it done even though he was supposed to. In the episode Reese's party Lois and Hal go away and they argue about it.

Lois is more of the bad mother who uses unorthodox way to get her children to behave. Hal tries to be a good father and uses positive reinforcement on their sons.

I disagree. Hal's reinforcement is not positive; I mean, many times he encourages them to misbehave. I do agree that Lois' punishments are negative reinforcements but what choice does she have? She's tried other psychological methods but the boys don't respond.
