Actually, that's not quite right. That would be referred to as unique visitors. Hits are how many times a given page is loaded.
So a webpage could have ten unique visitors and fifteen hits, meaning that ten different IP addresses (e.g. different people) visited the page, but five of them loaded the page twice (e.g. refreshed it). Excellent question.
